COALA — Van coalitieakkoord naar organisatie

From agreement to delivery

Exploration

From coalition agreement to an executable project portfolio.

For policy advisers, programme managers and portfolio offices. Coala translates the ambitions in the agreement into goals, programmes and projects, and keeps every choice traceable to the original commitment.

An agreement sets direction, not delivery.

Coala structures the translation from agreement to goal tree and places the running project portfolio alongside it. Where useful, goals and wording from other municipalities serve as a reference, without taking the local decision out of your hands.

Your organisation profile connects the work.

Goals, roles, working methods and validated knowledge provide the context for this building block. During onboarding, we agree what is needed. That profile can then grow with further applications, within the permissions agreed for your organisation.

The challenge

Political ambitions are not yet an executable assignment.

After an election, an agreement has to be translated into goals, projects and responsibilities within a short time. Meanwhile the organisation continues with dozens to hundreds of projects that already claim budget and capacity.

Ambitions without structure

An agreement provides direction, but contains no measurable goals, indicators or ownership.

Running work stays out of view

Projects that already contribute to the new goals are often not taken into account, which creates overlap and duplication.

Accountability takes time

Without a fixed link between agreement, goal and project, progress is hard to substantiate for the executive and the council.

Frequently asked questions

Good to know before you begin

What is Coala?

Coala is an iSyNAPS solution that translates a coalition agreement into an executable project portfolio: goals, goal trees, programmes, projects and indicators, with a traceable link back to the original agreement.

Does Coala replace the political judgement?

No. Coala structures and accelerates the translation. The weighing of interests, the prioritisation and the political responsibility remain with the municipality.

What happens to running projects?

The running portfolio is placed next to the new goal tree. This shows which projects already contribute, where overlap exists and where something genuinely new is needed.

Who is Coala for?

For municipalities, provinces, water authorities and portfolio offices that need to translate a political agreement into delivery and accountability.

How do we explore Coala?

We first discuss your coalition agreement, goals and organisational context. We then agree the scope, timing and review of a possible first analysis.

What do we need to get started?

The coalition agreement and an overview of the running project portfolio are enough for a first analysis. Do not share confidential documents or personal data in advance.

Next step

Which agreement do you want to make executable?

Bring the coalition agreement and an overview of the running portfolio. We will show how Coala links goals, projects and indicators to it.
