Building tomorrow's government together
iSyNAPS is the national ecosystem in which municipalities share knowledge, experience and solutions, and build on them together. With building blocks for control over projects, portfolios and decision-making, from coalition agreement to tender assessment. An initiative of the Municipality of Haarlemmermeer, based on Common Ground.
Why reinvent the wheel when other municipalities already have up-to-date knowledge?

The iSyNAPS ecosystem
One recognisable environment for organisational knowledge, building blocks and collaboration. Your organisation profile provides the foundation: shared goals, roles and ways of working give each application its context.
Your own organisation profile
Goals, departments, teams, people, roles, responsibilities and validated knowledge.
From Coala and ProVI to P3RIMA, PRISMA and FOCUS. Every building block gains meaning from the same organisational context.
02Municipalities and water authorities can exchange experience and knowledge where agreements and permissions allow.
03Room for new building blocks, joint testing and future additions from specialist partners.
The shared portal environment is being developed further. Access and available building blocks are agreed with each organisation.
Explore the ecosystem ↗A profile that grows with you
There is no need to model your entire organisation at the start. Begin with what is needed and expand the profile in a controlled way. People can increasingly recognise their own department, role and responsibilities.
Identify the initial goals, organisational units, people involved and permissions.
Use a suitable building block with the agreed methods and knowledge of your organisation.
Add teams, project managers, functions and responsibilities as your organisation and its use of iSyNAPS develop.
Moving forward together
Those who cannot share cannot multiply. Your organisation retains its own environment. Knowledge you deliberately make available for reuse can help other public organisations. The ecosystem can grow without automatically sharing organisational data.
A further 18 municipalities are currently going through onboarding.
Municipalities, water authorities and public partnerships can connect practical questions, experience and validated knowledge. Interest and exploration are the starting point; participation and data use are agreed separately.
Explore collaboration ↗The marketplace is a planned extension. Its aim is to make specialist applications and services accessible from the same environment, clearly distinguishing iSyNAPS building blocks from partner offerings.
Explore the marketplace vision ↗From initial exploration to a defined pilot and evaluation. Organisations provide feedback; wider availability follows only when functionality, conditions and support are appropriate.
Explore pilots & innovation ↗Building blocks within iSyNAPS
From policy ambition to delivery, analysis and learning. Automate where possible, human judgement where it matters. Each building block has its own role within the ecosystem and can build on your organisation profile. We discuss which application and stage of development fit your needs.
Translate the coalition agreement into goals, programmes and projects, and reassess the running project portfolio.
Bring projects, programmes, people and budgets together in one overview. See where planning or capacity is under pressure.
When not everything can proceed at once, PRISMA compares possible project choices. See what each choice means for goals and capacity.
Turn detailed information about projects into a concise draft summary with key issues and decision questions for management and elected officials.
Find the relevant passages for each requirement and compare them side by side. Evaluators decide the final score and reasoning.
Find legislation and case law that may relate to your question, with a link to the official source. A legal professional assesses its meaning.
Practise a difficult work situation without real-world consequences. Try different choices and discover what can be learned from them.
Bring goals, risks and lessons from earlier projects together in a first project proposal. Your team reviews and completes it.
Built on trust
One ecosystem does not mean unrestricted data exchange. Each collaboration requires clear agreements about who may use which information and for what purpose.
Organisation-specific information remains distinct from knowledge deliberately shared for reuse.
Access, source references and data agreements determine what can be reused.
Authorised professionals review outputs and remain responsible for decisions.
