About iSyNAPS

One ecosystem, built from public-sector practice.

iSyNAPS originated from an initiative by the Municipality of Haarlemmermeer. We are building a connected environment for public organisations, with their own organisation profile as the foundation for building blocks, knowledge and collaboration.

Why it began

Unique projects often begin with familiar questions.

iSyNAPS stands for Intergemeentelijk Synergetisch Netwerk AI Projectportfolio Systeem. It makes municipal project experience reusable and connects it with portfolio and capacity information.

Mission

Make project experience useful for the next decision.

Professionals retrieve relevant context, see connections and prepare decision questions. The authorised professional reviews the information and remains responsible for the judgement.

Principles

Practical, modular and human-reviewed.

Learn together

Develop with the professionals who know the work process and capture findings for reuse.

Work modularly

Start with one application and add only what supports a demonstrable need.

Design responsibly

Make the purpose, data, roles, controls and limitations explicit before an application begins.

Human oversight

The authorised professional reviews the information and remains responsible for the decision.

Development path

Step by step, grounded in practice.

  1. Starting point

    Reusable project knowledge

The need to make municipal project experience more accessible is the starting point.

  2. First module

    ProVI

Project preparation and initiation are developed as the first defined application.

  3. Now

    A broader module chain

Building blocks for portfolio, capacity, executive insight, procurement, law and learning are at different stages of development.

  4. Exploration

    Coala

Municipalities have expressed interest in Coala. We explore how coalition agreements, goals and the running portfolio can be connected to their organisational context.

  5. Pilot network

    Testing with public-sector organisations

We explore opportunities for testing and shared development with interested public organisations. Participation is agreed separately.

Meet us

Where could your organisation begin in practical terms?

Bring one project or portfolio question. We determine which module, exploration or pilot route fits.

Your organisation stays in control.

One ecosystem does not mean unrestricted data exchange. Each collaboration requires clear agreements about who may use which information and for what purpose.

Your own organisational context

Organisation-specific information remains distinct from knowledge deliberately shared for reuse.

Permissions and provenance

Access, source references and data agreements determine what can be reused.

Human judgement

Authorised professionals review outputs and remain responsible for decisions.
